Electric Bicycle Laws in the European Nation
The European Committee for Standardization (CEN) is in charge for determine the electric bicycles law.
Electrically-assisted cycles are defined by the following criteria:
- Pedelec Drive - the motor is activated by the rider's pedaling effort and it has to cut out completely when the rider stops pedaling
- Electric motor power - less then 250W
- Maximum speed - 25 kilometers per hour. Also, the electric motor power decreses with the advance of the bicycle speed until it completely stops when the bicycles reaches the maximum speed
- Has to fully comply with the European standard - EN 15194 and EN 14764. The extraction of the additional criteria from this two documents is a hard work and I'm going to do it in the near future.
If I understand correctly, each country in the europen nation can alter the requiremnets. But overall, they are all govern by the europen law.
There are two main europen standard. The first one is from 2005 - EN 14764 and then second one is an addon (fixes, updated and etc) to the EN 14764 standard and it formed at 2009 - EN 15194
